4. The eucalyptus groves in and around the Marsh, particularly those on Joice and Grizzly Islands, should not be disturbed.

Existing uses should continue in the upland grasslands and cultivated areas surrounding the critical habitats of the Suisun Marsh in order to protect the Marsh and preserve valuable marsh-related wildlife habitats. Where feasible, the value of the upland grasslands and cultivated lands as habitat for marsh-related wildlife should be enhanced.

I recommend that you examine the attached document. Determine whether the attached provisions are relevant. Then consult the available data for the eelgrass beds, provided by NOAA.
Comprehensive Bay sediment research and monitoring to understand sediment processes necessary to sustain and restore wetlands
Former tidal marshes and tidal flats that have been diked from the Bay should be restored to tidal action in order to replace lost historic wetlands or should be managed to provide important Bay habitat functions, such as resting, foraging and breeding habitat for fish, other aquatic organisms and wildlife.
Avoid, or if avoidance is infeasible, minimize adverse impacts on any transition zone present between tidal and upland habitats
